What is the cause of the Windows 11 error that cannot open the application?
Microsoft has officially confirmed that Windows 11 users may experience errors when opening or using some available apps and features. The reason is because one of their digital licenses has expired.
“The cause of the problem was that the Microsoft digital license expired on October 31, 2021. Devices running in mode S Mode may be more prone to problems.”
Here is a list of applications that may be affected on Windows 11 version 21H2:
– Snipping Tool

According to Microsoft, computers experiencing the error can be fixed by installing update KB5006746 for applications such as Touch Keyboard, Voice Input and Emoji pages, IME UI, and Getting Started. Top and Tip work again. However, there is no temporary fix for the Snipping Tool app.
Microsoft is currently working on a fix for this issue.
